Warm the nondairy milk for about a minute in a microwave. It should be like how the warm water would feel like in your warm shower.
Add the yeast and sugar. Set aside for about 5-10 minutes. Yeast is activated when bubbles are formed.
Mix the bread flour, glutinous rice flour, salt, baking powder, and olive oil in a separate bowl. An electric mixer can be used to mix the ingredients. Set aside and let the dough rise for about an hour.
When the dough has doubled in size or after an hour. Knead the dough on a lightly floured surface and divide it into 16 equal parts. Roll them into a log of about one foot. Fold it in half and twist. Pinch the end gently to close. Set aside to rise one more time.
When the dough has doubled in size or for about 30 minutes, heat a frying pan on medium heat.
Add coconut oil up to a level of an inch or more. Fry the doughnuts for about a minute or until it changes its color to golden brown.
Flip and cook for another minute or so. This dough cooks fast so make sure you don't cook it too long so it won't get burned. Transfer the dough to a cooling rack or a plate with a paper towel.
Sprinkle or roll it in cinnamon sugar.
Serve and enjoy!
